Suffolk County Council is seeking to recruit a Lead Data Scientist to deliver a portfolio of data science projects and establish a data science community across the Suffolk and North East Essex (SNEE) Integrated Care System (ICS).

About the new SNEE ICS Intelligence Function

The SNEE ICS has a diverse and talented analytical community, modern data and analytics technology, and engaged stakeholders. A key part of this analytical community is the new SNEE Intelligence Function. This is an analytical collaborative, with representatives from organisations across health, care and the VCSE who will work together to provide actionable insights from data that links information on health, care and the wider determinants of health. Suffolk County Council is hosting the ‘hub’ team of Intelligence Function analysts on behalf of the SNEE ICS, and is working with ICS partners to use new data and insights to support the improvement of health outcomes and the reduction of health inequalities.

Your role and responsibilities

As the Lead Data Scientist in the SNEE ICS Intelligence Function, you will:

  • provide outstanding technical skills and thought leadership to the SNEE ICS in the field of data science
  • use your advanced technical skills and expertise (which are likely to include advanced knowledge of R, Python, T-SQL, or similar) to identify new integrated data engineering and statistical approaches to improving health outcomes and reducing inequalities
  • lead the development of complex data-driven modelling scenarios and be able to identify opportunities for tools, such as machine learning and AI for predictive analytics and natural language processing, to develop insight and find solutions to problems
  • play a leading role in our work to realise the full potential of population health management data
  • establish a data science community of practice across the SNEE ICS by providing coaching and support in data science to analytical colleagues across SNEE, and by championing the development of data science skills, including working with academic partners to develop training opportunities.

You will be a confident and highly skilled communicator, including delivery of complex data issues to non-technical audiences, some of whom will be very senior.

A truly system-wide role, the Lead Data Scientist will be accountable to the Deputy Director for Strategic Analytics and the Assistant Director, Knowledge, Intelligence and Evidence, through whom partnership with the highly-regarded Suffolk Office for Data and Analytics will be enabled.
